nominations cleanup + signup opening times

Thank you to everyone who nominated, and everyone who has helped us out by flagging duplicates and wandering tags to date. Mods are almost done with the tagset cleanup, and signups will open on 27 September around 7 or 8pm Pacific.

A few reminders and notes before then!

1) If you have any unapproved nominations, they are either ships in 'Canon Crossovers' with no disambiguation, or ships that are crossovers that were nominated under a non-crossover fandom. Mods are moving the latter to the appropriate crossover fandom, and will disambiguate all remaining Canon Crossovers ships with '(Any)', unless the nominators clarify in comments on this post or in the Discord.

2) If you see any duplicate tags in the same fandom, please let us know either in comments here on in the #tagset-cleanup channel on Discord.
